About Us!

Partners for Development in Action (PFDA) was registered with the Cambodian Ministry of Interior as a Cambodian non-governmental organization on 19 November 2007 under the name Partners for Development Cambodia (PFDC), with support from Partners for Development (PFD), an international organization based in the USA. PFDC is affiliated with but independent of PFD. PFDC then changed its name to Community Health and Development Action (CHADA) in October 2012. CHADA was then renamed Partners for Development in Action (PFDA) on 30 October 2017.

Strategic Plan

  •  Strategic Plan 2013-2018 has been prepared by PFDA staff in close consultation with relevant key stakeholders in PFDA’s provinces of Koh Kong, Kampot, Kratie, Stung Treng, Tbong Khmum, and Pursat. The Strategic Plan was then shared with the board of director for their input and endorsement.
  •  PFDA currently has a central office in  Phnom Penh and four other provincial offices in Kratie, Koh Kong, Stung Treng, Tbong Khmum, Pursat, and Kampot Provinces. PFDA is governed by a Board of Directors.
  • Strategic Plan Update 2026-2030 has been prepared by PFDA staff in close consultation with relevant key stakeholders in PFDA’s provinces of Koh Kong, and Pursat. The Strategic Plan was then shared with the board of director for their input and endorsement.
  • PFDA currently has a central office in Phnom Penh and four other provincial offices in Koh Kong, Pursat, and Kampot Provinces.        PFDA is governed by a Board of Directors.

Comparative Advantage

  • PFDA is an autonomous Cambodian Non-Governmental Organization operating various development projects since 2007. PfDA, under the local leadership, continues working with all existing donors/partners and related government agencies to improve the livelihoods, primary education, health promotion, and environmental preservation in the coastal areas, Koh Kong province of Cambodia. PFDA continues its existing programs, shifted from development service delivery toward community-led development, community empowerment, and sustainable development programs. PFDA is recognized as having long-term experience in sustainable development in coastal areas, human rights-based empowerment, and sustainable livelihood in the coastal zoon of Cambodia.

Past involvement

  • From 2007-2012, CHADA operated in three provinces Steng Treng, Kratie, Kampong Cham. Focusing on community-based and school-based maternal and child (Nutrition, Malaria, Dengue, Diarrhea, ARI, HIV/AIDS) and water and sanitation, with funding support from USAID and Global Fund to fight HIV/AIDS, TB, and Malaria.
  • From 2012-2014, CHADA operated in three provinces Kratie, Tboung Khmum, Koh Kong. Focusing on the community Nutrition and ECCD integrated WHAS projects in Tboung Khmum with funding support from PLAN International Cambodia
  • From June 2014 to May 2015, operated in Kratie province on Malaria control and prevention using a combined approach, including mobile phones to reach the migrant and mobile population with funding support from USAID.
  • From September 2023 to November 2024, PFDA operated in Koh Kong province, focusing on Contraceptive and Sexual Reproductive Health (SRH) for Adolescent and Young Women. The project is to promote access to information on contraception, sexuality, adolescent sexual reproductive health, HIV/AIDS, and other health subjects, and access to Adolescent Sexual and Reproductive Health Services among in and out of school adolescents and youth in Botum Sakor and Mondul Seima Districts, Koh Kong Province.
  • From 2014-Present, PFDA operated in Koh Kong province, focusing on Local Right Program as well as community fishery, community Protected Area (NRM), Agriculture is resilient to climate change climate change and quality education improvement, integrated DRR, and Child Sponsorship program with funding support from Action Aid Cambodia.
  • PFDA follows its mission by working with rural communities living with dignity since 2014. PFDA first started the work in a project managed Local Rights Program in Sre Ambel and Botum Sakor districts, Koh Kong Province, from 2017 to present. With a long record of success in sustainable livelihood development works in coastal areas, PFDA has enriched experience working in climate change management and responses with the most vulnerable groups in rural areas where both infrastructure and public services are poor.
  • PFDA has worked closely with local authorities to promote local leadership and promote their accountability in responding to people’s needs. Additionally, PFDA has worked with local NGO networks, community-based organizations promoting social accountability and coastal economic status through enhancing the quality of education, health, agriculture production, and income generation. PFDA follows its mission by working with rural communities living with dignity since 2014. Core Values:

  • People's participation: PFDA believes that people's participation is a key fundamental to enhancing sustainable development. Target people shall participate in all development stages – assessment, planning, implementation, monitoring, evaluation, and reporting. PfDA uses participatory methods to ensure people fully participate and lead their own community project management.
  • Accountability: PFDA believes that sustainability occurs when people have the capabilities and responsibility to fulfill their duties, roles, actions, and results professionally. All development stages, PFDA ensures that all related stakeholders are playing active roles in project management with the highest standards towards the affected population and the expectations of partners and donors.
  • Transparency: PFDA believes that openness and clarity in decision-making, information-sharing, and use of resources are key fundamentals to build trust and respect of human rights. Communities should be able to see how budgets are spent, who benefits, and what criteria are used for selecting beneficiaries. PFDA shall ensure its decisions, actions, allocation of resources, and project information are transparently shared with communities and its partners.

Strategic Intervention


PFDA seeks to position itself where it could significantly help people to live with dignity for long-lasting, following the human rights instruments and framework, and government laws, regulations, and commitments, and the context of those people being empowered.

Strategic Goal

This strategic plan takes into account all the best practices and gaps experienced from the previous plan and the lessons learnt therein. It also takes into consideration all challenges of rights to basic needs, such as livelihood-related sources of income in 1). Agricultural, fishery, forestry, 2). Primary education, 3). Human health and 4). Climate Change Risk Reduction. PfDA’s strategic plan consists ultimate goal with four strategic objectives and several main activities aligning with the Government programs.
